The EnMS is applicable to all types of organizations and is based on the ISO approach for quality (ISO 9001) and the environment (ISO 14001) using the familiar plan-do-act-check model.

The standard specifies requirements for measurement, documentation and reporting, equipment design and procurement processes. It does not prescribe specific performance criteria, though it does require participating companies to commit to continual energy performance improvements.
